Overhauled effects to be more in line with default Undergarden tools:

 - Threnody of the Deep restricted to Forgotten Metal spears and swords.

 - Rotbane restricted to Utherium spears and swords.

 - Bloodlust restricted to Utherium axes.

 - Frostbite varies in strength depending on tool type.

All of the above changes are now available on tools made in the workbench, as well as ones directly modified, with no datapack required!

-Undergarden tools and weapons can now be directly modified. Fixes this issue.

-Added Bloodlust effect, currently obtainable only by directly modifying an Utherium axe. Grants +50% damage against passive mobs, mimicking the effect of a normal Utherium axe.

-Froststeel tools that are directly modified now have varying levels of Slowness, matching those of their normal Undergarden counterparts- Slowness II for pickaxes and shovels, III for axes, and IV for swords. Constructed Froststeel tools and weapons still have uniform Slowness IV.
