Hotfix for heat balancers.

They had a exploit attached to them that made them unsable. ALSO HUGE WARNING IF YOU USE HEAT BALANCERS TURN THESE REACTORS OFF THEIR BEVAIOR CHANGED!

Maintance patch and a huge improvement in the energynet.

To explain, until this patch generators energy sending order was effectively random.

Now there is a proper dependency sorting order in place that provides passive generators or generators that always consume their fuel no matter if they provide energy or not a higher priority over the intelligent generators.

This doesn't make any generator more intelligent but only improves which generators send their energy first.

Which makes using passive generators to fill up "idle time" actually a viable option.
